Tropical Storm Edouard brings heavy rain and flash flooding to Southeast Texas

Tropical Storm Edouard slammed Southeast Texas with heavy rain and gusts up to 69mph as it made landfall Tuesday, Sept. 1. Now downgraded to a Tropical Depression, Edouard still brings flash flood warnings and rainfall rates of 2"-4" per hour. Up to 21" of rain has already fallen.
